How Mosgortrans Ticket Inspectors Work

Ticket Inspectors board a bus through the front door and check-in at the validator.

Upon a passenger’s request, Ticket Inspectors show their corporate identity cards and announce their surnames.

When communicating with passengers, Ticket Inspectors are expected to demonstrate self-possession and tact and act in accordance with high behavior standards.

Passenger tickets, their authenticity and validity are checked with the help of special devices (i.e. portable ticket checker or magnet testing tickets).

Mosgortrans Ticket Inspector has the right to:

Request from passengers to submit their tickets or other transit documents for check.

When passengers fail to purchase tickets for themselves and/or their hand luggage, require from such passengers to purchase the Boarding Pass from the Ticket Inspector or the driver, for a price established in the applicable Fee Schedule (ticket inspectors may sell boarding passes for prices established in the applicable Fee Schedule in accordance with Moscow Government Order dated 07 December 2012 No. 706 “On Tickets at Moscow Ground Transit Transport, Moscow Underground, and Moscow Monorail.”

If, during a ticket check, Ticket Inspector discovers an illegal (fraudulent) ticket or other transit document, including the Moscow Resident’s Social Card, Moscow Region Resident’s Social Card, Student Social Card, personal Student ID Card submitted by a person other than its legal owner, or Temporary Unified Social Ticket, and the passenger has not submitted the identity document and the social benefit confirmation, Ticket Inspectors shall be entitled to confiscate such illegal/fraudulent document. Such confiscation shall be documented by the Confiscation Statement executed in the established form, one copy for the submitter.

Check how the passengers use their magnet tickets and print out the testing results, with the help of the Service Ticket No. 115.

Request from passengers to strictly comply with the current version of the Moscow Ground Transit Transport Regulation applicable to trams, trolley-buses, and buses.

If a passenger who has failed to comply with the Moscow Ground Transit Transport Regulation also refuses to pay for his/her transit and/or transport of his/her luggage, Ticket Inspector shall have the right to require from such passenger to leave the vehicle at a nearest stop.

In the case of an attempted / threatened violence towards the Ticket Inspector performing the stated duties, transfer such passenger to the police.

If the Ticket Inspector’s life or health is threatened, apply adequate measures to protect the same, while staying within the limits of admissible self-defense.

Mosgortrans Ticket Inspector is forbidden to:

Patrol the routes, while not having the corporate ID card at hand.

Collect penalties from persons who failed to comply with the Russian Federation and/or Moscow applicable legislation or the Moscow Ground Transit Transport Regulation. Penalties shall be collected by Organizator Perevozok, State Public Institution (d.b.a Transit Organizer).

Delay the vehicles being checked.

Confiscate legal transit documents from passengers, including the Moscow Resident’s Social Card, Moscow Region Resident’s Social Card, or personal Student ID Card submitted by its legal owner.

Confiscate, during a ticket check, illegal transit documents, including the Moscow Resident’s Social Card, Moscow Region Resident’s Social Card, and personal Student ID Card submitted by a person other than its legal owner, without executing and issuing the first copy of the Confiscation Statement in the established form.
