Moscow Metro Terms of Use

Approved by Regulation of the Moscow City Government №844-ПП from 16th of September 2008 (as approved by Regulation of the Moscow City Government №452-ПП from 21st of July 2015).

These Regulations are mandatory for implementation by everyone present in the territory of Moscow Metro. Non-compliance with the requirements of these Regulations incurs administrative liability under the Moscow Code of Administrative Offences. 

1. GENERAL TERMS

1.1. Metro is one of the main type of passenger city transport, many stations of which are monuments of a history, culture, architecture and are protected by the state.
Metro infrastructure consists of stations and integrated underpasses, tunnels and surface distances, power-substation sites, depots and ventilation shafts, train cars.

1.2. Metro is a transport enterprise that involves taking increased risks. To prevent accidents to the passengers and illegal actions at the stations and train cars video surveillance with video recording is used 24 hours.

1.3. People present at the territory of metro should be mutually polite, give up their seats in train cars to disabled passengers, elderly, women and passengers with children, respect public order and cleanliness, and treat metro facilities and equipment with due care.

1.4. Metro provides safe and comfortable transportation for all categories of passengers that also allows accessibility to disabled passengers and physically challenged people as well as passengers with baby carriages to infrastructure (metro stations, integrated underpasses, train cars).

2. FARES, CONDITIONS OF TRAVEL AND LUGGAGE TRANSPORTATION

2.1. Passengers have access to all stations and interchanges every day from 6 a.m. till 1 a.m.

2.2. Passing through the turnstiles and luggage transportation are provided on a paid basis, except passengers with fringe benefits in accordance with the Law. Luggage with total dimensions of length, width and height is within 121 - 150 cm, long objects whose length is within 151 - 220 cm are paid separately for each seat. Number of pieces of luggage permitted for transportation shall not exceed two seats per passenger.
Transportation of wheeled vehicles as a luggage (except suitcases, shopping trolley bags dimensions of which don’t exceed total dimensions of length, width and height 150 cm) is prohibited. Transport fares for passengers and luggage transportation are established in the manner prescribed by Law.

2.3. Passengers are required to show (to handle) a ticket or contactless card that allows you to pay the fare or to realize the right for free journey (subsidized rate) (hereinafter - Card), at the request of metro staff, acting in the discharge of their duties at security checkpoints (hereinafter - SCP), as well as officials of the State public institution of Moscow "Organizator perevozok", performing powers of drawing up protocols and administrative violation proceeding defined by article 10.9 of Law of the City of Moscow from 21st November 2007 № 45 “The Code of the City of Moscow on Administrative Offences”.
Tickets or cards do not grant the right for free luggage transportation that is subjected to be payable.

2.4. It is prohibited to use subsidized personified cards that belong to another person for passing through SCP except people accompanying disabled person of group I (III level of limitation of capability for work-related activity), and disabled children.

2.5. Allowed for transportation free of charge:

2.5.1. Children under 7 years old.

2.5.2. Skis and skates in cases, kid's bicycles, prams, sleds, fishing rods, musical instruments and small garden tools dimensions of which are not exceeded according to paragraph 2.10.1 of these Regulations.

2.6. While on the escalator you must keep the right side for a forward facing, move along the left side holding on the handrail, do not step on the safety strip, keep off stationary parts, keep small children on hand or by the hand, keep walking exiting escalator.

2.6.1. According to the metro staff instructions in case of passenger overflow make two lines, left and right sides of escalator.

2.6.2. It is prohibited to use non-operating escalator without permission of metro staff.

2.7. It is prohibited to cross the safety strip till the train comes to a complete stop at the station, and upon the complete stop leave the doors walking free for exiting passengers.

2.7(1). Passengers with children should be boarding the train car with the child (children) ahead.

2.7(2). It is prohibited to board the train car after announcement about closing doors (red flashing door lights and audio warning).

2.8. Don’t lean on doors being in the train car, let the passengers exit the train before entering, and be ready for disembarking at the destination station in advance.

2.9. All cases of people or items falling on the track, smoke or fire breaking out, as well as situations that may affect the passengers safety or operations, must be reported immediately to the metro staff, to the train driver using "passenger — driver" train communication or emergency columns.

2.10. The following items are not allowed for transportation:

2.10.1. Bulky luggage with total dimensions (except specially defined cases) of length, width (two diameters or axes in the coil bottom) and height more than 150 cm, long objects with the length more than 220 cm.

2.10.2. Fire weapons, sharp and fragile items without cases (package), including skis and skates, small garden tools with open sharp parts.

2.10.3. Flammable, explosive, toxic, poisonous substances and items including household gas vessels.

2.10.4. Bicycles (except foldaway) and other vehicles except prams and wheelchairs.

2.10.5. Animals and birds without cages or special containers (bags).

2.11. The following behavior is not allowed in metro:

2.11.1. Drinking beer and beverages, manufactured on its basis, alcoholic and alcohol-containing products, consuming narcotic or psychotropic substances, appearing drunk or intoxicated.

2.11.2. Smoking.

2.11.3. Creating situations causing discomfort of passengers.

2.11.4. Running up and down the escalator, sitting and putting items on the escalator steps and handrails.

2.11.5. Using motorcycles, bicycles, scooters, rollerblades and other transport and sport vehicles, except wheelchairs at the metro stations and in underpasses.

2.11.6. Going down and being at the metro stations shoeless.

2.11.7. Going down to the track.

2.11.8. Putting unknown items on the metro track.

2.11.9. Opening train doors during train moving and prevent their opening and closing while stopped.

2.11.10. Using the trains that are out of operations.

2.11.11. Misusing "passenger — driver" train communication in cars, communication with Operational Control Center and Department of Internal Affairs of Moscow Metro (column of emergency call), lever for emergency doors opening, escalator brake.
 

2.11.13. Filming and recording video using professional equipment without permission of metro management.

2.11.14. Using metro property for exerting commercial and other activities without written permission of metro management as well as peddling at prohibited places.

2.11.15. Using amplifiers (excluding hearing AIDs) and listening to the audio recording or audio broadcast without headphones.

2.11.16. Wearing dirty, stinky clothes, carrying luggage, items, foods (including beverages and ice cream in open container), which can soil passengers, cars, infrastructure and station equipment.

2.11.17. Littering facilities, tracks, equipment, escalators, rolling stock and metro property.

2.11.18. Placing luggage on the seats and benches of the stations.

2.11.19. Intruding working places and security area of the metro.

2.11.20. Making a fire less than 10 m beyond the fence and areas within it on the surface metro areas, and less than 25 m from the ventilation cabin.

2.11.21. Connecting power load to the metro networks without written permission of the management.

2.11.22. Damaging metro property, tracks, facilities and rolling stocks of metro.

2.11.23. Selling cards and tickets in the metro, giving passes through the check-point of stations by people not authorized by the metro management.

2.11.24. Obstructing duty fulfillment by metro stuff, not meeting the requirements of them.

2.11.25. Bothering people offering them services of sale, exchange and divination.

2.11.26. Not fulfilling the legitimate demands of people's guard while performing his duties for community policing.

2.11.27. Begging.

2.11.28. Scratching, imaging, post informational and commercial materials on external and internal surfaces of train cars, as well as the constructions and facilities of the metro, except related to the operations and (or) applied (placed) under state contract execution or other contract signed by the authorized Executive Agency of the City of Moscow, State Unitary Enterprise of the City of Moscow or State Agency of the City of Moscow.

TERMS OF USE (MOSCOW MONORAIL TRANSPORT SYSTEM)

Approved by Regulation of the Moscow City Government №974-ПП from 10th of October 2008 (as approved by Regulation of the Moscow City Government №452-ПП from 21st of July 2015).

1. GENERAL TERMS

1.1. Moscow Monorail Transport System (hereinafter – MMTS) is transport enterprise of increased danger. The following Regulations of MMTS usage (Hereinafter – Regulations) are mandatory for implementation by everyone present in the territory of MMTS.

1.2. MMTS infrastructure consists of stations and distances between them, power-substation sites, depots, electric stock cars (hereinafter – train cars).

1.3. People present in the territory of MMTS should be mutually polite, give up their seats in train cars to disabled passengers, elderly, women and passengers with children, respect public order and cleanliness, and treat facilities and equipment of MMTS with due care.

1.4. Procedures and responsibilities of MMTS officials for transport safety and service arrangements are specified by the Law and other administrative documents.

2.1. Passengers have access to all stations every day from 7 a.m. till 11 p.m.

2.2. Passing through the security checkpoints (hereinafter – SCP) of MMTS and luggage transportation are provided on a paid basis, except passengers with fringe benefits in accordance with the Law.
Luggage with total dimensions of length, width and height is within 121 - 150 cm, long objects whose length is within 151 - 220 cm are paid separately for each seat. Number of pieces of luggage permitted for transportation shall not exceed two seats per passenger.

2.9. All cases of people or items falling on the run timber of MMTS, smoke or fire breaking out, as well as situations that may affect the passengers security or operations, must be reported immediately to the metro staff, to the train driver using "passenger — driver" train communication.

2.10. The following items are not allowed for transportation in MMTS (being at the entrance halls):

2.10.1. Bulky luggage with total dimensions (except specially defined cases) of length, width (two diameters or axes in the coil bottom) and height more than 150 cm, long objects with the length more than 220 cm.

2.10.2. Fire weapons, sharp and fragile items without cases (package), including skis and skates, small garden tools with open sharp parts.

2.10.3. Flammable, explosive, toxic, poisonous substances and items including household gas vessels.

2.10.4. Bicycles (except foldaway) and other vehicles except prams and wheelchairs.

2.10.5. Animals and birds without cages or special containers (bags).

2.11. The following behavior is not allowed in MMTS:

2.11.1. Drinking beer and beverages, manufactured on its basis, alcoholic and alcohol-containing products, consuming narcotic or psychotropic substances, appearing drunk or intoxicated.

2.11.4. Running up and down the escalator, sitting and putting items on the escalator steps and handrails, lean on the hand rails of escalators

2.11.5. Using motorcycles, bicycles, scooters, rollerblades and other transport and sport vehicles, except wheelchairs at the stations and in underpasses.

2.11.6. Going down and being at the metro stations shoeless.

2.11.7. Going down to the run timber of MMTS.

2.11.8. Putting unknown items on the run timber.

2.11.9. Opening train doors during train moving and prevent their opening and closing while stopped.

2.11.10. Using the trains that are out of operations.

2.11.11. Misusing "passenger — driver" train communication in cars and escalator brake marked “STOP”.

2.11.13. Filming and recording video using professional equipment without permission of MMTS management.

2.11.14. Using MMTS property for exerting commercial and other activities without written permission of MMTS management as well as peddling at prohibited places.

2.11.15. Using amplifiers (excluding hearing AIDs) and listening to the audio recording or audio broadcast without headphones.

2.11.16. Wearing dirty, stinky clothes, carrying luggage, items, foods (including beverages and ice cream in open container), which can soil passengers, cars, infrastructure and station equipment.

2.11.17. Littering MMTS property.

2.11.18. Placing luggage on the seats and benches of the stations.

2.11.19. Intruding working places and security area of MMTS.

2.11.20. Connecting power load to the MMTS networks without written permission of the management.

2.11.21. Damaging metro property, tracks, facilities and rolling stocks of MMTS.

2.11.22. Selling cards and tickets in the MMTS, giving passes through the check-point of stations by people not authorized by the MMTS management.

2.11.23. Obstructing duty fulfillment by MMTS staff, not meeting the requirements of them.

2.11.24. Bothering people offering them services of sale, exchange, divination and solicitation.

2.11.25. Not fulfilling the legitimate demands of people's guard or member of focal point of the protection while performing his duties for community policing.

2.11.26. Begging.

2.11.27. Scratching, imaging, post informational and commercial materials on external and internal surfaces of train cars, as well as the constructions and facilities of MMTS, except related to the operations and (or) applied (placed) under state contract execution or other contract signed by the authorized Executive Agency of the City of Moscow, State Unitary Enterprise of the City of Moscow or State Agency of the City of Moscow.

2.12. Non-compliance with the requirements of these Regulations incurs administrative liability under the Moscow Code of Administrative Offences.
